I certainly thank the gentleman for his articulate analysis of the problem before us in this immigration area. I know that his frustration is deep. because he is a valuable member of the committee in the House of Justice. where much of this legislation is supposed to originate. I know he shares a sense of frustration. and that it does not do a minority party member any good at all to come on this floor and say. "I told you so." when a bomb goes off in this country. A bomb went off in this very Capitol building March 1. 1971.
