I first became aware of the familys valiant struggle to leave the Soviet Union in December 1978. after Joseph Roitburd. a cousin who now lives in Milwaukee. brought the situation to my attention. Joseph Roitburd has worked indefatigably for the familys release since 1975. To my dismay the family is still in the Soviet Union and prospects for a visa seem very dim. Lev Roitburd. an aeronautical engineer by training. first applied in 1972 for a visa that would allow him and his family to emigrate to Israel. Since the first application was filed. the family has been repeatedly denied permission. Several times denial was based on the grounds that Lev had access to secret information. even though he had never been required to sign the goverfiments secrecy document. On other occasions. the emigration visa was denied with no reasons whatsoever provided. During the intervening years. the family has been subjected to various degrees of harassment. In 1975.
