In 1970 an estimated $10 billion in annual federal aid . . . was tied to population formulas .... These yearly allocations have grown to $50 billion. according to the Census Bureau. The census is a fulcrum of political power. and political arguments over it have become incredibly convoluted. At least to some extent. the projected gains in California and Texas of two House seats apiece will reflect illegal aliens who are counted there. It should be noted that under calculations I have had done. there are considerably more seats at stake than two in California and Texas. I ask that the article from the Wall Street Journal be printed in the RECORD.
