My own acquaintance with ORT dates back to the very beginning of my years of public service when. as a freshman member of the House of Representatives. I first discovered its value in the German and Austrian DP camps of the immediate postwar period. The skills taught by ORT to the displaced and warravaged populations of those camps were down to earth and vital contributions to the recovery of those refugees as well as the areas in which they were eventually resettled. Because it has consistently addressed itself to the most basic of human needs. ORT today is bigger than ever and has become the biggest nongovernmental voluntary program of vocational and job training in the world.
