This day is a reminder of the inhuman treatment Anatoly suffers every day. His wish to live in Israel. his conviction to protect that right. andhis willingness to speak out against the violation of that right to others were enough for the Soviet Government to smother the voice of Anatoly Shcharansky. Despite being a signatory to the Helsinki Final Act guaranteeing the right of free emigration. the Soviet Union continues to persecute its :Jewish citizens for expressing the desire to live in Israel and for lesser expressions of conscience. We face new obstacles in our efforts to seek freedom for Anatoly Shcharansky but we must not waiver in our determination to press for his freedom and for the freedom of all refuseniks. There is growing concern that the situation of Soviet Jews has worsened in recent months. Preparations for the 1980 Moscow Olympics account for some of the increased repression against those who seek to emigrate. We now have evidence that Jewish emigration from the Soviet Union has declined sharply from the same period of time last year. Our efforts to secure the right of emigration for all those daring to face new lives as free men and women must be renewed and continued.
