Shcharanskys plight is one of the most glaring examples of countless other instances of the Soviets continuing violation of the Helsinki Accords. The Soviet invasion of Afghanistan has precipitated unusually tense relations between the United States and the Soviet Union. The subsequent arrest and exile of Andrei Sakharov and the dramatic decline in the number of visas granted to Soviet Jews reaffirms our responsibility to the dissidents. the refuseniks. and all those who seek to challenge the Soviets indefensible human rights policies. Therefore. on this occasion we must once again speak out in the name of freedom and justice. For we who have this freedom must not forget the courage of Anatoly Shcharansky and his fellow dissidents.
