I think essentially that we ought to point out that the amendment calls for a matching fund. It is like a challenge grant. If other countries match our interest and concern. we will then contribute as much as up to $100 million or 25 percent of the fund to assist countries that have accepted refugees. Now. this would be tremendously helpful in those areas that are absorbing this tremendous genocidal experience. perpetrated by Communist countries. and whose impact on these friendly countries is great and who need the help and it would be vital to them. but more importantly. this fund would be administered by organizations that have the business expertise and the knowhow to do it. I think it is a very sharp and a seminal and productive type of creative amendment.
