I would answer the gentleman as someone answered the earlier question about illegal aliens. This bill deals only with a certain number of problems. We do not purport to deal with every single problem. With respect to the problem of the Haitians. this bill sets up for the first time in the countrys history a statutory procedure for asylum. Whether any particular Haitian will qualify under the law for asylum is a matter to be determined by the Attorney General under appropriate regulations. This bill. however. does provide some assistance to the States that have been assisting Haitians and others who have claimed asylum during the pendency of their asylum claims.
