I think the argument of the gentleman from California . who actually crafted the legislative veto provisions of this legislation. the legislative veto provisions which were in the House bill and rejected by the conference. were very finally presented. I think that the point he makes is a very good one. I want to emphasize one more time the importance of this legislation is for the Congress of the United States to retain control of the number of refugees. and the device we selected in the House was the legislative veto. and without that legislative veto. it has no real significance. Now. the other argument that was presented. particularly by the gentleman from Illinois . emphasizing the problems with the procedure here. I emphasize again what I said earlier.
