I think it is time that we tell State and local governments that we are willing to do something. and we are so willing to do something that we will pass this report so that we can give them some assurance when the Federal Government says that it will act and asks local communities to take these people into their own communities. that we will follow up our promise with performance. It is something that has been tremendously lacking in the past. It is something we must address. and it is something which I think this conference report does address. admittedly not perfectly. Certainly this conference report does take a major step toward addressing a problem which does exist. It does not concern itself with the illegal alien question. But it never was intended to.
