Speaker. I would merely like to address myself to the general subject matter of this legislation. This conference report relates to a matter which is of prime concern to all of us who are here in the Congress who have the responsibility for legislating in the area of immigration and refugee policy. ] 1500 Up until this time our Government never really had a coherent and comprehensive refugee policy. Now. for the first time. under the able leadership of the chairperson. the Subcommittee on Immigration. Refugees. and International Law. the Congress has developed a bill which I was proud to sponsor along with her. which establishes such a policy. First. it confirms what this Government and the American people are all about. I think that. notwithstanding the fact that there were differences between the House version and the Senate version. those differences were reconciled in a manner of reasonable compromise.
