A joint Commission between Cabinet officials of the Mexican Government and HispanicAmerican leaders has been established and is serving as another focal point of LULAC interest and endeavor. As a result of this Commissions formation. another forum is available for the discussion of issues affecting our border communities. The Commission has identified immigration. trade. energy. education. the administration of justice. and industrial development along the border as key areas requiring special attention. LULACs achievements have been extensive and significant. they have served as an inspiration to the Hispanic community. and it is a privilege for me to join in commending the leaders and members of LULAC on their 51st anniversary. The struggle for social justice. human dignity. better opportunity in education. and greater access to employment will remain in the forefront of LULAC concern.
