Why do the Soviets bother? Why not expell all of those who want to leave? The essential answer is this: The government restricts freedom of expression as it restricts emigration because the Soviet system cannot withstand the political and ideological consequences of giving its citizens a choice. Recognizing this. it is wholly appropriate and consistent with our own politcal ends to continue to use the issue of human rights to present Soviet citizens with a forum from which to speak out against Russian policy. A human rights policy can and should remain an active tool in our diplomatic arsenal to protest and hopefully arrest further violations.
