Session #96 · 1979–81

Speech #960191849

In addition to the camps inside the border. there are others right on the border. some of which Senator LzvIN visited. The ones inside the border are in very much better shape. At Sakaeo there are 31.000 refugees who have been there since October. Khao i Dang. as I said. had been founded only 6 weeks before we got there. The fact that they could set up such organized. wellrun camps in so short a time says quite a bit about the organizational capacity of the United Nations High Commission and the Government of Thailand. as well as the refugees themselves. who are organized in democratic groups for the purpose of selfgovernment and to discuss camp problems. One of the most surprising things to me. after hearing about the tremendous starvation and misery of the refugees. is the number of lively. apparently healthy children. Within a few weeks of being fed regularly. they are jumping up and down. playing on stilts. flying kites. and racing around as children do. It was very moving to see what results can come from such efforts in such a short time.
