I would add that it is important to consider that the legal aliens we are referring to who ar eligible for SSI benefits. are either blind. disabled. or over the age of 65. The primary intent of the Percy amendment is to provide the Federal Government with the mechanism necesary to enforce a sponsors affidavit of support agreement It is not to penalize legal aliens who enter the country with the good faith understanding that they will be provided for by their sponsor. Mr. President. the amendment as modified by Senator PxacY today will strengthen our immigration policies and at the same time keep intact the sense of humanity upon which our supplemental security income laws were written.
