Senator CRANSTON is its principal consponsor and 23 other Members of the Senate have signed on as cosponsors. On October 26. 1979. during Finance Committee consideration of H.R. 3236. Senator ROTH offered as an amendment that portion of S. 1070 requiring all aliens. with the exception of refugees. to meet a 3year residency requirement for participation in the SSI program. The committee unanimously approved the amendment which is now included in section 504(a) of H.R. 3236. Today. in voting on this amendment which is specifically concerned with the affidavit of support. we have an opportunity to eliminate this intolerable loophole.
