Speaker. if we have learned anything from the civil rights movement. it is that. as a fair and just people. we cannot afford to categorize human beings and deny them basic rights and privileges based on factors wholly unrelated to their fitness to exercise such privileges. A persons sexual orientation. so long as it is expressed in private between consenting adults. should not be used to deny that person entry into the United States. It is time to revise our outdated immigration laws and concentrate our limited resources on issues that really matter to us. The Immigration and Naturalization Service is so overworked and understaffed that we cannot justify our present policy of requiring the INS to spend their time and resources on the ferreting out of possible homosexuals. This is the kind of law which Congress would never pass now and which has no place in our immigration statutes in 1980. Virtually nobody in this country equates homosexuality with a psychopathic personality or mental defect anymore. The law excluding homosexual aliens should be repealed.
