The passage of this resolution will close forever several issues that should remain open until properly resolved. First. this resolution violates the provisions of the JacksonVanik amendment to the Trade Act of 1974. That amendment explicitly states that the President cannot make credit guarantees. commercial agreements or grant mostfavorednation status unless the other nation agrees to promote free emigration. If such assurances have been given. they have certainly not been publicized which leads me to believe that they do not in fact exist. I find it ironic that a President who prides himself on being a human rights champion has not taken the necessary steps to insure that this basic requirement is met.
