In view of the recent invasion of Afghanistan. any action concerning a trade agreement with the Soviet Union must be suspended pending the withdrawal of Soviet troops and a return to normalcy and sanity. Given recent events. I believe we should move ahead with approval of the trade agreement with China. However. at such time in the future as the situation improves and if emigration requirements are met. I would hope that the President would submit the trade agreement with the Soviet Union for congressional consideration. In the meantime. approval of the trade agreement with the Peoples Republic of China will be an important further step in the normalization of United StatesChina political and economic relations and is a cornerstone for expanded bilateral commercial relations of mutual benefit.
