If I may respond to the gentleman. what we are trying to do is take section 402 of the Trade Act and that section says that the President can recommend to us that MFN be granted to one of these nonmarket nations if he has assurances that it is going to operate an immigration policy satisfactory to the definition under the law. He did so in the case of China. He has not done so in the case of Russia. I must say that it is hard to know the immigration policies of the various countries. but since the gentleman does not seem to believe the President of Bulgaria in most matters. why does the gentleman accept his allegation that the Chinese may have bad policy and somebody else does not?
