Two of the families I will speak of are Victor and Batsheva Yelistratov as well as Yakov Rachlenko and his mother. Vina Belkina. In both instances. they have been denied their basic human rights. of which. the right to emigrate is only one. I will continue to bring to the attention of the Soviet authorities my concern for human rights. including the rights to emigrate. and my concern for the plight of those who suffer imprisonment and exile for their beliefs. I want to stress to the Soviets the seriousness with which the American people take our mutual commitments under the U.N. Charter. the U.N.
