Czechoslovakia. Romania. Cuba. and other countries. That is why I am particularly heartened by the significant relaxation that has taken place in Chinas emigration policies. I am confident that Chinese officials will continue to move in this direction. The trade agreement. however. is more than a token reward for Chinas positive stance on emigration. The agreement is in Americas national interest. it is in Chinas national interest. It provides tangible benefits--economic. political. and strategicto both countries. In economic terms. we will gain several important advantages. First. with respect to the rapidly expanding Chinese market. U.S. exporters will be better able to compete with exporters from Europe and Japan. who have already benefited from the extension of mostfavorednation treatment to China.
