Now that relations between our two countries have been normalized. the movement of people between the two sides will certainly increase significantly. I avail myself of this opportunity to solemnly declare: our Government will adopt positive and effective measures to satisfy the reasonable wishes of people who wish to visit their relatives or reunite with them. Of all the individual liberties contained in the U.N. Declaration of Human Rights. we in Congress have particularly emphasized the right to emigrate. It is the touchstone of all human rights.
