We could not just simply rely on them. but rather must look at their political and economic context. We would have to evaluate their credibility. One way of doing this is to take into consideration what has been said so far with respect to the overall issue of free emigration by Soviet oficials. And so far there is not a single statement of Soviet commitment to free emigration. The next step to take in evaluating the credibility of possible Soviet assurances would be to take a look at the outcome of the conference on security and cooperation in Europe. the Helsinki Final Act. and its implementation by the Soviet Union. The Helsinki Final Act does not. by any means. constitute an agreement of legally binding effect.
