I am delighted that last night the Senate confirmed the nomination of Sidney Anders Rand of Minnesota to be Ambassador to Norway. As a Minnesotan. I take particular interest in United StatesNorwegian relations. for the history of Minnesota has been shaped to an extraordinary degree by the history and culture of Norway. Indeed. when one examines the impact of Norwegian immigrants on the development of the United States. it becomes clear that we owe a significant debt to Norway. Today. we have begun to repay that debt. for we are sending one of our finest citizens abroad to represent us in Oslo. Sidney Rand is widely regarded as one of Minnesotas most reputable leaders in higher education.
