The resolution before the Senate expresses the real and continuing concern of the Congress with both the independence of the Baltic States and the potential danger of U.S. citizens of this new Soviet law. Many Americans with close relatives in Lithuania. Latvia and Estonia have been able to visit their families there in recent years and to restore the human contacts which forced emigration had cut. Now those Americans are understandably fearful that Soviet authorities could use the occasion of such visits to claim American as Soviet citizens and to expose the visitors to acts under Soviet law. The Department of State shares this concern and has pressed Soviet authorities to clarify the meaning and application of the new law.
