Mr. Chairman. this amendment would increase the authorization for the existing emergency migration and refugee assistance fund to $50 million from the current $25 million. This fund provides a reservoir of money for the Department of State to use in emergency situations when regular funds are insufficient to meet the need. These funds are necessary so that the Department of State can finance the emergency group admissions set forth in section 207 of H.R. 2816. Since emergency situations do not permit the luxury of waiting for the regular appropriations process to be completed. and often occur after budget bills have been enacted. it is desirable to maintain a fund which can be drawn upon in emergencies.
