This bill does have money in it for special education programs. for job training programs. for orientation programs. This bill does have money in it to pay for health programs not connected to welfare. We have divorced the medicaid and welfare requirements. so that to get health benefits a refugee no longer has to go on welfare. This bill authorizes funds and programs to give refugees the kinds of skills which will enable them to become selfsufficient. I do not think it would be useful to the refugees or good for the country to have in essence what amounts to an openended support for refugees on welfare. I think our primary objective ought to be to give them language training. to give them job training and make them selfsufficient as quickly as possible. I think we can do that. I think this bill provides a framework for it and I think the amendment would take us down the road toward an endless Federal dole and an endless kind of welfare dependence by refugees. I think that would be wrong.
