Chairman. I do most sincerely oppose this amendment offered by my colleague. the gentleman from Wisconsin. I think. to pass these types of amendments to this bill. which has been carefully worked out with a number of different agencies and countries. would be to condemn to death hundreds of thousands of refugees. While I realize that what it does is to reduce the number of immigrants that we have. one for every two refugees we bring in over a certain amount. I think it is totally unfair to use these people. one set of people against another. I strongly oppose that approach. Mr. Chairman. I have been in just about every refugee camp in Thailand and have observed the situation of these people at close hand. I do not think there is anyone who would not exchange their place. I say to my colleague from Michigan. with any slum in America. because it is not only the deprivation of food. the deprivation of every human comfort. it is the deprivation of freedom. the deprivation of being able to just live that we are talking about.
