We all know the terrible legacy of gas warfare from World War One. Use of such chemical agents has been banned by civilized nations for years. When the Socialist Republic of Vietnam was admitted to the United Nations. it adhered to the U.N. Charter and several conventions against chemical warfare. We ought to remind the governments in Indochina that there are such commitments. The Refugee Conference in July of this year. which focused international attention on the refugee problem. and brought world public opinion against Hanoi. did achieve some results. The refugee outflow slowed down appreciably. It is hoped that an outraged public opinion will again help. In any event.
