I merely want to point out that while I consider that the gentleman from California offered this amendment with all good intentions. I am afraid that we would tie the Presidents hand at a time when he would have to deal with emergency situations. We have tried to establish in this legislation a national refugee policy. This is why we have attempted to establish a cap and attempted to set up conditions under which the President may exceed the cap to accommodate foreseeable refugee situations and emergency situations. I think to do otherwise. to tie the hands of the President with a oneHouse veto or with a congressional veto. would be inappropriate and would not be taking into account the nature of refugee situations. I know that those of us who have dealt with crisis situations in the Hungarian situation. where we had to deal with emergency situations. would find that our hands would have been tied if we had had to deal with a oneHouse veto. I would hope that this amendment. while it may have some appeal. is voted down.
