If the President makes such a finding. he could then direct the Attorney General to verify the status of individuals here from that particular country. Such action would not be illegal because of its nature as a classification based on national origin. We should remember that it is clear that the Congress has sole authority under the Constitution to regulate immigration. If we have not granted the President the authority to take action similar to that which was taken last month directed toward Iranians in this country. we now have an opportunity to do so. This country can be proud of its tradition of freedom of speech and freedom of political opinion.
