Mr. Chairman. I appreciate the gentlemans yielding. I want to compliment him on this amendment. I think it is an extremely constructive addition to the bill. I think there is no substitute for public scrutiny. public disclosure. public debate on an issue of such importance. as the admission of refugees to the United States. It will protect us in terms of insuring that the administration thinks through its proposal more carefully. It also will help to engender public support by making it clear what it is the Congress intends to do. With regard to the issue of notice. I want to assure the gentleman that it is my understanding that under this amendment notice of such hearings would be given to all members of the Judiciary Committee and. if it is a subcommittee that holds the hearings. then. in accordance with the generallyestablished practice. members of the committee would be entitled to sit with the subcommittee.
