Mr. Chairman. I rise in opposition to the amendment. Mr. Chairman. I believe that the amendment is unwise. in that it would defeat the very purpose of this legislation. which is to move quickly. The legislation has been designed to establish a policy so that we would not have to react each and every time we are confronted with a serious refugee situation. I think that in order that we move expeditiously. we have framed a formula that will address all situations. I would urge that this amendment be defeated. As the gentleman from New York. the ranking minority member on the subcommittee. has so aptly stated. a compromise amendment. which will be offered by the gentleman from Illinois
