Other countries joined in similar calls. especially Prime Minister Thatcher of Great Britain. But the voice of the United States was notable by its silence. In June. I met with Secretary General Waldheim at the United Nations to express my sense of urgency about the crisis. And on June 18. I called again for an international effort to deal with the mounting refugee problem. and the growing threat of famine inside Cambodia. In July. in Geneva. an international conference was convened. under Secretary General Waldheims auspices. but the question of Cambodia was dropped from the agenda. The meeting responded to the plight of the "boat people." but left Cambodia out.
