December 2. 1979. In this article Secretary Marshall stated that the illegal alien is filling jobs that would otherwise be occupied by domestic workers. I do not know the source of Secretary Marshalls statistics. but. at least as to the illegal Mexican aliens. his conclusions do not seem warranted. In July. 1978 a monumental study in Mexican migration entitled "Mexican Migration to the United States: Causes. Consequences and United States Responses" was published by the Migration and Development Study Group.
