I am working to expand opportunities for U.S. exports. both through assistance to firms in marketing their products and through removing barriers to international trade. One way to stimulate expanded trade is by opening up Eastern bloc markets. The StevensonAuCoin bill. which I hope this Congress will pass early in the next session. will achieve this objective by making section 402 of the Trade Actthe JacksonVanik provisionboth more effective in its effect on emigration policies and less of a barrier to trade. The trade agreement recently concluded with the Peoples Republic of China is a particularly important step in creating export opportunities for American firms. I testified in favor of this agreement and I am delighted with the action of the Ways and Means Committee. which just yesterday reported out the resolution implementing the agreement.
