I also feel that title III of this bill creates an unnecessary bureaucracy in the Department of Health. Education. and Welfare to administer the domestic resettlement programs. I would prefer the approach recommended by the administration in submitting this bill to the Congress and adopted by the other body to establish broad guidelines for programs of resettlement assistance. leaving the implementation of these programs up to the executive branch.
