Mr. Speaker. I yield myself such time as I may consume. Mr. Speaker. this rule would make in order consideration of H.R. 2816. the Refugee Act of 1979. It is an open rule. providing for 1 hour of debate. The rule makes in order the amendment in the nature of a substitute recommended by the Judiciary Committee to be considered as an original bill for purposes of amendment and the substitute is to be considered by titles instead of sections. The rule waives section 402(a) of the Congressional Budget Act. which requires that authorizations be reported by May 15 preceding the beginning of the fiscal year.
