The rule makes in order a committee amendment in the nature of a substitute to be considered as an original bill for purposes of amendment and read for amendment by titles rather than sections. The rule waives section 402(a) of the Congressional Budget Act against consideration of the bill. Sections 301 and 302 of the bill as introduced would authorize appropriations for fiscal years 1980 and 1981 for domestic refugee assistance. Since the bill was not reported on or before May 15. 1979. it would. therefore. be subject to a point of order under section 402(a) of the Budget Act with respect to fiscal 1980. The Budget Committee. however. has voted to support the waiver of this section.
