I and 13 other Members from both sides of the aisle took to this well to report to the House on the status of the administrations relief efforts. While we admire and support the official commitment of nearly $100 million for hunger relief. we have been immensely troubled by the disarray that is readily apparent in our relief efforts. The various refugee relief efforts in Washington are in a shambles. reflecting uncertain lines of authority. overlooking bureaucratic constituencies. and sometimes unclear administration goals. Representatives from Food for Peace. the State. Treasury and Agriculture Departments. even OMB are involved. but out of this clutter of activity no central figure has been named or has stepped forward to coordinate the operation.
