Session #96 · 1979–81

Speech #960168951

Mr. Chairman. there are many other improvements in current law that are contained in this legislation. but time does not permit me to discuss them all. I would just like to mention that there are provisions to provide coverage of hardtoplace adopted children at the States option. provisions for certain extensions of medicaid eligibility for children who have a health condition that can be controlled or corrected. provisions to encourage participation of a wide range of health care providers. including schools and rural health clinics. and provisions to clarify medicaid eligibility of certain more transient populations. such as migrant workers. All of these changes are designed to correct the inequities in existing medicaid law and to improve overall effectiveness of the program. At this point I would like to mention one issue raised by CHAP which i of particular concern to me as a physician.
