Mr. President. the world stands today on the precipice of one of the worst human disasters of this centurymass starvation in Cambodia. and tens of thousands of refugees fleeing civil warfare. We are seeing a repetition of some of the most tragic events of the pastof desperate. homeless refugees being carted off to their deathsof countless thousands languishing in squalid camps without adequate food or medicineand millions more facing certain famine. Unless something is done. and done now. to deal with the root causes behind the Cambodian tragedy. not only will millions of men. women and children perish. but perhaps the Cambodian nation as well. It is for this reason.
