Fourth. H.R. 4962 establishes incentives to encourage States to make the child health assurance program a successful. fully implemented part of their medicaid program. through higher Federal matching for ambulatory services for children who have been given good. timely health assessments. through making funds available for outreach and followup. and through several administrative reforms of the program as it is run under current law. Finally. it makes medicaid more accessible to migrants. to children in foster care who today often are not adopted because they have some health problem which raises the specter of high medical costs for the adopting family. and to children who are detained in public institutions. This legislation can mean good health care for millions of children who are not cared for today. I urge the Members support.
