In our frustration over recent international developments. especially in Iran. such emotional responses are perhaps understandable. But they are alarming nonetheless. and we must reaffirm our Nations traditionbroken only in Vietnamnever to use food as a weapon of war or politics. Over the years. as chairman of the former Subcommittee on Refugees. I have closely followed what happens when food has been used as a weaponand the sights have been appalling. From Biafra to Bangladesh. to Cambodia today. the landscape is littered with the bodies of innocent men. women. and children who have starved to death because food was used as a weapon.
