I believe the Senator from New York was not in the Chamber when I made my statement. The fact is that the urgently needed food assistance to Cambodia already has been taken care of. That point is not in controversy. and there are no further appropriations needed to address that situation. What has happened is that funding of the Cambodia refugee program has forced cuts in other programs. and that is what we are debating here. My proposal is that we reallocate $34.5 million from titles I and III to title II. to help take care of the needs of these other countries. That amount of money is available without breaching the budget resolution.
