This point should be made clear. The urgently needed food assistance to Cambodia is already fully funded. that food is on its wayand no further appropriaCXXV2046Part 25 tions are needed to address this situation. But what has happened is that the funding of the Cambodia refugee program has forced cuts in the ongoing program and for that reason. I am offering this supplemental. because some funds are needed. The $34.5 million increase for the title II program is the very maximum that can be provided within the constraints of the function 150 budget ceiling. The conference committee on the foreign assistance appropriations bill is confronting a very difficult task in attempting to achieve the savings necessary to live within the functional total. A further increase for Public Law 480 will seriously impair their ability to meet these ceilings of $13.1 billion in budget authority and $8.4 billion in outlays. I might add that the foreign assistance appropriations bill also contains an additional $44 million for Cambodian refugee assistance. The amendment offered by the Senator from Missouri will increase budget authority by $96 million and outlays by $123 million. I am sympathetic to the needs that his amendment would seek to address. but I believe it is imperative that we address only the most critical funding needs at this time.
