Soviet occupation of the Baltic States and the recent Soviet citizenship law run counter to our most basic and cherished notions of equal rights and selfdetermination of peoples. Congress must continue to maintain unwavering support for the independence of the Baltic States. The Soviet citizenship law is a travesty. It would abrogate the rights of millions of Americans. including native born Americans. The United States can tolerate no harassment of our citizens under this new law. It is fundamental to our concept of citizenship that the citizen naturalized today be treated no differently than the descendant of the Pilgrims. I urge an overwhelming vote of support for House Concurrent Resolution 200.0
