This analysis contains a variety of errors which significantly inflated the purported savings: For example. the report lists a cost to the Navy of $10.9 million for foreign student training. Since this amount is reim.bursable under law by foreign governments. it should not be charged against the Navy. The GAO report also charges five T34Cs to the Navy for the purpose of training these same foreign students. This is also reimbursable. As I am sure many of you know. the Army uses civilian contract labor for the maintenance of its aircraft. The Navy has used its own military personnel. Civilian contract maintenance is cheaper in the short run because the Army does not have to bear the costs of the families of the military labor as does the Navy.
