Mr. Speaker. midst the talk of exhorbitant oil profits and the energy needs of our country. we have failed to focus on the human needs of the poor in this world. The bulk of our foreign aid is used to militarize the world. but what about the poor. the starving. and the starving in Cambodia? I saw children. women. men. and elderly starving in the refugee camps in Thailand. It is the women of the world who must call a conscience to this problem. It is the women who must trumpet the call for morality and concern. This is an international call to all of the women of the world to Join us In this International Year of the Child to save the children in Cambodia.
